Meet Your Mentors
Each office trains its own. Every mentor at The Apostle's Call stands in the office they mentor.
"And he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ:" Ephesians 4:11-12 (KJV)

Dr. Gwendolyn L, Proctor
Pastor and CEO
Gwendolyn Proctor is presently the Senior Pastor of Prayerhouse Holiness Church in Virginia Beach, Virginia, a Satellite Instructor for Jacksonville Theological Seminary, and founder and CEO of Alliance of Community Provision, Inc., a sponsored residential home service to persons with intellectual disabilities.
Dr. Gwen remembers her first encounter with God at the age of five and by age sixteen, began to emerge herself in deep prayer and pursuit of a relationship with Him. By age 22, she became completely sold out to God. She received the baptism of the Holy Spirit in 1970 in Honolulu, HI and has made having a personal relationship with Father God and totally obeying His will her life's priority ever since.
Her ministry has spanned over five decades. She has ministered to countless individuals and brought them to a saving knowledge of the Lord Jesus Christ; led a Young Women's Christian Counsel, ministered healing and held bible study in Leprosy colonies in Hawaii, witnessed to children in youth detention centers and have travelled extensively across the country and in Korea and Lebanon. Prior to her current pastorate, she and her husband became pastors of their first church in Kingsville TX, after leaving Hawaii, and left it in the capable hands of Pastors Kenneth and Evelyn Wright when they moved to Virginia in 1980. She is happy to say that the church is still thriving. She has a passion for prayer, deliverance, and teaching the Word of God. Her faith has literally moved 'mountains of adverse circumstances' in her life and the lives of others as the Word declares it will.
Dr. Proctor has been married to Bishop Gregg Proctor for 59 years which she believes is one of her greatest accomplishments. She fondly remembers at age seventeen telling God that she wanted to marry someone named Proctor, and He was listening. Together they have seven children, 25 grandchildren, and 18 great-grandchildren.
Her secular work history has many facets; one of her favorites being one of the Executive Assistants to Pat Robinson and Ben Kinchlow of CBN in Virginia Beach for three years.
Her educational background includes but is not limited to a B.A. in both Business Administration and Legal Administration, B.A. in Christian Education Master's Degree in Christian Counseling, PhD in Theology from Jacksonville Theological Seminary, and a Certificate in Biblical Studies, a two-year program, from Rock Church in Virginia Beach.
Her personal vision and ministry statement is: "I have invested my life in Christ and he pays great dividends.”

Office of the Pastor
Dr. Julius Franklin
Lead Pastor, Powerhouse Fellowship Church, Chesapeake, VA
Dr. Franklin is a man whose life and ministry embody the heart of pastoral leadership within the Five Fold ministry.
Dr. Franklin surrendered his life to Christ in 1980 and preached his initial sermon the following year. After a decade of honorable service in the United States Navy, he continued to pursue excellence, earning degrees in psychology, sociology, and divinity, and later founding Righteous Branch Ministries in Virginia Beach. Since 2013, he has faithfully served as Lead Pastor of Powerhouse Fellowship Church in Chesapeake, Virginia.
His ministry extends beyond the pulpit into the field of substance abuse treatment, where he has served as substance abuse therapist, supervisor, certified clinical supervisor, and clinical preceptor, impacting lives in both correctional and community settings. He has preached the gospel across the nation with clarity, conviction, and unwavering commitment to the Kingdom.
One of the strongest reflections of his pastoral calling is seen in his home. Dr. Franklin remains devoted to the wife of his youth, Evangelist Patricia, whom he married in 1978. Together they have raised three adult children, and today they rejoice in four grandchildren and two great-grandchildren, a living legacy of faith, stability, and spiritual covering. His family stands as a model of the shepherd's heart: nurturing, guiding, and protecting with consistency and love.

Prophetic Fire: Minister Elliott E. Stokes and Evangelist Julia Stokes
Prophetic Fire has been called by God. Minister Elliott E. Stokes and his wife, Evangelist Julia Stokes, have been singing all their lives. At the age of 12, they were both filled with the Holy Spirit and touched by God in a special way. Anointed as children, getting to know Jesus became a strong desire. They had met each other by this time, he from New York and she from Virginia, and neither one knew that God would join them in marriage as adults and call them into music and ministry.
They are graduates of Rhema Bible College, served as street preachers in Tulsa, Oklahoma, and have served as Pastors. Prophetic Fire has been used by the power of God to perform many miracles, including the growing out of legs and the opening of deaf ears. In the last five years, Prophetic Fire has been leading praise and worship and watching as the Holy Spirit transforms services into hours of glory.
Minister Elliott E. Stokes and his wife hold what they call a hunger meeting every month and continue to travel in ministry all over the world for their ministry, A Living Faith Ministries, teaching people how to live saved.
